     JISHA has prepared and distributed a self-marking checklist designed to
    prevent traffic-related industrial accidents. The list was developed on the
    basis of the following:

   1.While other types of industrial accidents have been decreasing, the ratio
     of traffic accidents is continuing to rise and now accounts for some 30%
     of all fatal industrial accidents --- the highest percentage among all
     identified causes.
   2.Traffic accidents are not mainly confined to land transportation work but
     have emerged as a serious concern in a wide range of industries such as
     construction, manufacturing and tertiary industries.
   3.Employers need to comprehensively and systematically address this issue
     as part of safety and health management as the incidence of traffic-related
     industrial accidents is closely related to business operations.


   The checklist is aimed at increasing worker awareness of the major principles
  of the Guidelines for Preventing Traffic-Related Industrial Accidents issued
  by the Ministry of Labour in February 1994, and at diffusing and firmly
  establishing prevention measures at all workplaces.

    Based on the Guidelines for Preventing Traffic-Related Industrial Accidents,
  the checklist permits a check of the system, management and activity status
  for accident prevention at each workplace on a voluntary basis,
  and the use of the results as a reference in formulating countermeasures. For
  this purpose, employers or managers rather than individual drivers mark "yes"
  or "no" to 50 question items on their company's safety and health  management
  system, education and training, health management, vehicle management, vehicle
  operations management and increasing awareness of traffic accident prevention
  as part of workplace safety and health management activities, and evaluate the
  results on their own.

   This checklist is not specifically aimed at businesses whose core operations
  involve vehicle operations such as land transportation, but is designed to be
  utilized by a wide range of other businesses as well. It is distributed free
  of charge to allow workplaces the opportunity of considering and addressing
  the issue of preventing traffic-related industrial accidents.
