    On 15 November 1995, the ISSA Permanent Committee on Prevention of
  Occupational Risks held its 22nd Meeting. Items on the agenda included a
  report by Mr.Gilbert Ehrhard, Honorary General Director of the Regional
  Sickness Insurance Fund for the He - de - France, France, the report by
  Mr.Gerhard Mehrtens, Director of the Industrial Employment Accident
  Industrial Fund for Health Service and Welfare Work, Germany, and the
  election of Officers for the period 1996 to 1998.

    The report by Gilbert Ehrhard entitled ≪Safe and healthy behaviour
  through education and training≫ first made an analysis of the relevant
  measures being taken in various countries. and then discussed the
  related roles of the educational institutions, governments,
  representatives of interest groups, decisionmakers, safety experts,
  manufacturers and distributors. The aim of the study was to develop
  comprehensive education and tranining programmes both for leisure
  activities and for the working environment. These programmes are
  intended to enable the individual to recognize hazards to himself and to
  others, to eliminate or minimize them and to control the remaining
  risks. If this is to be achieved, education must be startd during
  childhood and the training must be continued on a lifelong basis.

    The report by Mr. Gerhard Mehrtens entitled ≪Occupational health
  services : concepts, scope, organization, financing and
  implementation≫commenced by presenting the development of safety and
  health from a classical single - dimensional state to comprehensive
  multidisciplinary prevention strategies. Next, he described the
  occupational health situation in various countries and in doing so came
  to the conclusion that, among other things, in many countries the
  workers in small and medium - sized undertakings did not receive
  occupational health supervision and care and that employees in public
  services are often excluded from compulsory preventive medical
  examinations. The concepts developed on this basis for improving health
  protection at the work place are a further step in the direction of
  total prevention.

    The final agenda item, the election of Officers of the Permanent
  Committee, resulted in there - election of Mr. Wilhelm Thiel (Austria)
  as Chairman, Dominik Galliker (Switzerland) as Deputy Chairman and
