     The Environmental Protection Agency will give OSHA training funds for
   states that run their own occupational safety and health programs. OSHA
   will use the additional money to train staff in chemical-incident inves-
   tigation.

     Last December, OSHA and the EPA received joint authority to investigate
   major chemical incidents. This kind of collaboration is good for employers,
   who formerly had to answer the same questions twice as each agency
   conducted its own investigation into the causes of chemical incidents.

      The EPA and OSHA are currently developing a curriculum to train
   officials on proper chemical-incident investigation procedures.
   These procedures will become part of a joint protocol document. The EPA
   funds will ensure that stateplan states have at least two staff members
