Program Overview

Risk Assessment Consulting and Accreditation : A system which evaluates the actual risk assessment status of the workplaces that conducted risk assessment and are applying for the accreditation for risk assessment and accredits the workplaces that meet the standard

Eligibility for Application

Workplace with less than 100 full-time employees (excluding construction work)
※ For the business indicated in Article 29.1 of the Act, if the business is carried out through subcontracts in whole or in part, as the number of full-time employees
[All business categories with less than 50 employees are considered as the workplace eligible for preferred applicant for accreditation for 2013 only.]
· Construction costing less than 12 billion won (15 billion won for engineering work)

The workplace that wish to be accredited as the excellent workplace for risk assessment can fill out the "Risk Assessment Accreditation Application" and submit to KOSHA office (http://kras.kosha.or.kr) that has jurisdiction over the workplace.
Fill out and submit applications for Risk Assessment Training for Owners/Assessor Training that are required by risk assessment to receive training at KOSHA or the private institute designated by KOSHA.

Benefits for Excellent Workplace for Risk Assessment
  • he workplace can defer the safety and health inspection by the government during the valid accreditation period (3 years).
  • The workplace may be preferentially recommended for state reward or commendation.
  • The workplace applying for subsidies or loans for facilities and equipment required to implement the risk reduction measures can receive them preferentially.
[For the reduction and exemption of occupational safety and health insurance premium for the accredited workplace, the revision of related laws is currently promoted.]

The owner must conduct risk assessment by himself or herself.
What is risk assessment?
It is a series of processes designed to investigate hazardous and dangerous elements within the workplace, estimate and determine the injury or disease that can be caused by such hazardous dangerous elements (frequency) and their seriousness (intensity), and establish and implement reduction measures.
Who conducts risk assessment?
The owner of the business shall primarily conduct the risk assessment while (1) the person in charge of safety and health, (2) management supervisor, (3) safety manager ? health manager, and ④ the workers concerned with the target process participate in the assessment by playing their roles.

  • Preparations: Prepare risk assessment implementation plan, select the target of assessment, and collect various data required by the assessment
  • Investigation of Hazardous and Dangerous Elements: Investigate hazardous and dangerous elements within the workplace using walk-around inspection within the premise and safety and health checklist
  • Estimation of Riskiness: Estimate the possibility that hazardous and dangerous elements can lead to injury or disease and their seriousness to calculate the magnitude of riskiness
  • Determination of Riskiness: Compare the estimated riskiness of each hazardous and dangerous element and the workplace’s standard for permissible riskiness and determine whether the magnitude of the estimated riskiness is permissible
  • Establishment and Implementation of Risk Reduction Measure: Establish and execute the measures to reduce permissible risks down to the lowest level possible based on the result of the determination of riskiness phase

Article 5 (Duties of Employer) (1) An employer shall observe the standards for the prevention of industrial accidents as prescribed by this Act and any order issued under this Act, provide workers with information on safety and health in the workplace, prevent workers’ health problems caused by physical fatigue, mental stress, etc., protect the lives of workers, maintain and promote the safety and health of workers by creating a proper work environment through the improvement of working conditions, and comply with the industrial accident and disease prevention policy of the State.
